Anthropic regains limited access to Mythos 5 after government shutdown

Anthropic has made progress in restoring access to its AI models after a government-imposed shutdown. The company’s enterprise-focused Mythos 5 is now available to approved organisations, but its consumer model, Fable 5, remains restricted. The government has formalised a tiered access system for frontier AI tools. On June 12, the government imposed a universal block on access to Mythos 5 and Fable 5. This was followed by a letter from Commerce Secretary Howard Lutnick on June 26, outlining significant progress in discussions with Anthropic. The letter confirmed that organisations listed in Annex A, along with their foreign national employees, no longer require a licence to use Mythos 5.

The government has not removed the Permission Layer but has instead structured it into a tiered access regime. Mythos 5 is now accessible only to a government-approved list of organisations, while others remain blocked. Anthropic is working to restore access for these approved providers as quickly as possible.

Anthropic’s investment in safety measures has led to it becoming the first company to have restrictions on Mythos 5 lifted. Meanwhile, Fable 5, its consumer-facing model, remains unavailable for general use. The company continues to collaborate with the government to expand access to Mythos 5 and eventually restore Fable 5. Mythos 5 is now available to select organisations under the new tiered system. Fable 5, however, remains restricted pending further negotiations. Anthropic’s ongoing cooperation with the government aims to broaden access in the future.
