Kazakhstan’s Ministry of Labor and Social Protection has revised its voluntary resettlement programme. The changes introduce stricter rules to ensure participants stay and work in their new regions. Over 6,000 citizens have already been relocated this year under the updated scheme. The programme now requires mandatory employment in the resettlement area for all participants. They must secure formal jobs and contribute to social funds to confirm their work status. If someone leaves the region without permission, the state will reclaim any support funds already provided.

So far, 6,000 people have been resettled, covering 72% of this year’s target of 8,278. The return migration rate has fallen sharply from 6% to just 1% since the new measures were introduced. Officials attribute this to the stricter employment and monitoring conditions.

The updated programme aims to address labour shortages in certain regions. It also seeks to improve population mobility and make better use of public funds. Success will no longer be judged solely by resettlement numbers but by long-term integration, stable employment, and socioeconomic adaptation. The new rules tighten control over resettled individuals to prevent early departures. The programme’s focus has shifted towards sustainable integration and economic contribution. Authorities will track employment and social contributions to measure its effectiveness.
