Researchers from 27 European institutions have raised concerns about the EU Commission’s proposed Omnibus Package. They warn that the plan could weaken key safeguards in the pesticide approval process, risking public health and environmental safety. Under the current system, regular re-evaluations have played a vital role in identifying harmful substances. Since 2011, 59 active substances failed reapproval due to health or environmental risks. The new package, however, would grant most pesticide active substances indefinite approval, removing the need for periodic checks.
The proposal also extends the phase-out period for banned substances to up to three years. Critics argue this delays necessary action while allowing continued use of potentially dangerous chemicals. Additionally, the package reduces the role of scientific evidence in national authorisations, relying instead on outdated data.
The researchers highlight further shortcomings in the plan. It lacks systematic monitoring to detect pesticide risks after approval and an automatic review mechanism. They also point out that approval studies remain inaccessible to the public, and pesticide usage data is not linked to existing monitoring systems.
To improve the process, the experts recommend assigning evaluations based on expertise and using standardised criteria. They also call for a clear burden of proof on manufacturers to demonstrate safety. More extensive measurement of pesticide residues in the environment is proposed to enable targeted follow-up assessments. The Omnibus Package could remove regular re-evaluations and extend the use of banned substances. Without stronger safeguards, the researchers warn of reduced incentives for innovation in pesticide development. They urge the EU to maintain rigorous, transparent, and science-based approval processes.
