Merz Draws Mixed Balance Sheet After EU Council - Debt Dispute Unsolved

EU leaders push reforms and trade defence amid Ukraine support

EU leaders have taken steps to strengthen the bloc’s economic and political stance. Recent discussions focused on reform implementation, trade defence, and support for Ukraine. The measures aim to address internal disagreements and external challenges. The European Commission will now submit a progress report on EU reform implementation before each European Council meeting. This follows ongoing debates over the Multiannual Financial Framework (MFF), with Germany and other net contributors opposing the inclusion of joint EU debt.

Friedrich Merz, a prominent German figure, has criticised the Commission’s MFF proposal as unaffordable and unbalanced. Meanwhile, the Irish Council presidency is preparing a revised, sustainable MFF proposal intended to gain approval from all member states.

On trade, EU leaders agreed to better shield the bloc from market-distorting practices by other economic regions. The Commission received mandates to represent EU interests more assertively in trade negotiations and to strengthen trade defence tools.

Regarding Ukraine, Merz noted recent shifts in the conflict in favour of Ukrainian forces. The EU has reaffirmed its position, standing firmly with Ukraine and rejecting neutrality in the Russia-Ukraine war. Preliminary frameworks for potential peace talks have also been developed, backed by broad European support. The EU is moving to bolster its competitiveness and trade defences. Internal divisions over financial proposals remain, but progress on reforms and Ukraine-related measures continues. The next steps will depend on the Commission’s reports and further negotiations among member states.
