Yuri Avdeev, a leading researcher, addressed key issues at the International Scientific and Business Forum on 9 June 2023. A draft Socio-Economic Development Strategy for the region until 2036 was a central topic of discussion. Avdeev highlighted the persistent depopulation trend in the Far Eastern Federal District, which began in the 1990s. He noted that state efforts to stabilise the population over the past decade had failed. The researcher also pointed out the stark contrast between the region’s low population density and the higher density in surrounding areas.

He identified two major obstacles to development: securing funding and finding qualified personnel to execute plans. To tackle demographic decline, Avdeev proposed financial support for domestic work, allowing women to reduce their participation in the labour market. He also suggested leveraging housing policies as a tool to boost population growth. The forum underscored the urgency of addressing the Far East’s demographic and economic challenges. Avdeev’s proposals, including financial incentives and housing reforms, aim to reverse long-standing population decline. The draft strategy for 2036 remains under review by stakeholders.
