Europe's shifting strategies for tech collaboration with China revealed in new report

The European Think Tank Network on China (ETNC) has released a new report examining how countries engage with China as a technological power. The publication looks at national strategies for science and technology collaboration with Beijing. It also explores how these approaches are evolving across Europe. The ETNC report includes 24 national chapters and a separate EU chapter, all written by recognised China experts. It analyses recent trends in science and technology partnerships with China in each country. The study identifies key areas where cooperation with China remains most significant.

The report also discusses adjustments in national policies regarding tech collaboration with Beijing. It provides insights into how the future relationship with China might develop in the coming years.

MERICS experts contributed to several chapters, including the Executive Summary and sections on the EU, Germany, Ireland, and Italy. The full document is available to download as a PDF. The EU has adopted a 'de-risking' approach in its science and technology cooperation with China. However, the report notes that implementation of this policy remains inconsistent across member states. The findings highlight the need for clearer coordination among national strategies.
