Russia’s media watchdog Roskomnadzor has proposed using artificial intelligence to detect banned content in video games. The idea was presented at the St. Petersburg International Legal Forum by Stanislav Makhortov, deputy head of the GRFC’s special projects department. The proposal follows ongoing discussions about regulating the country’s gaming industry. The Main Radio Frequency Center, a division of Roskomnadzor, suggested developing an AI agent to automatically identify prohibited material in games. This agent would flag indicators of banned content, even in titles like Minecraft. Makhortov admitted that gaming platforms often detect and block such AI systems, treating them as bots.

To overcome this, he recommended embedding the technology directly into games. Legal mandates would then ensure compliance from developers and distributors. The proposal comes after a bill on video game development and distribution, introduced in 2024, faced criticism and was sent back for revision in 2025.

Earlier in June, Roskomnadzor and the Ministry of Digital Development had unblocked the Roblox platform. The decision followed an agreement to protect the rights of Russian users. The AI proposal aims to enforce content restrictions in video games. It reflects broader efforts to strengthen oversight of Russia’s gaming sector. The plan may influence future regulations and industry practices.
