Ex-Oeiras official accused of €149,000 fraud in lavish meal scheme
A former Oeiras council official faces serious fraud allegations after misusing public funds for personal meals over seven years. Isaltino Morais is accused of authorising improper payments totalling more than 1,400 meals between 2017 and 2024. Prosecutors now demand he repay over €149,000 and face potential removal from office if convicted. The scheme involved Morais approving reimbursements for lavish meals, including lunches, dinners, seafood, drinks, and even tobacco. He allegedly signed off on payment orders to ensure full repayment for himself and other council members. The indictment claims he acted beyond his authority, violating public office duties for personal and third-party benefit.
The Public Prosecutor's Office is seeking €70,000 in individual restitution from Morais and a further €79,000 jointly with other accused officials. If found guilty, they could also lose their positions within the council. Oeiras Municipal Council has denied wrongdoing, insisting the meals were legitimate working expenses under legal regulations. The council, led by a Socialist (PS) majority with 5 seats, also includes PSD (4 seats), CDU (2 seats), and smaller parties like IL and Chega in its 13-member assembly. The case stems from financial irregularities uncovered between 2017 and 2024, with Morais at the centre of the alleged fraud. Investigators found thousands of euros spent on meals that lacked proper justification under public funding rules.
The trial will determine whether Morais and other officials must repay the misused funds and face disqualification from public office. A conviction would also set a precedent for financial oversight in local government spending. The outcome may impact future reimbursement policies in Oeiras and beyond.
