India's NXT 2026 Conclave spotlights governance and semiconductor growth amid budget concerns

India recently hosted the NXT 2026 Conclave, a global platform bringing together parliamentarians, industry leaders, and thought leaders from over 30 nations. The event focused on pressing challenges in governance, technology, and innovation, reinforcing the country's role as both a traditional and modern democratic powerhouse. Meanwhile, concerns have emerged over budget utilisation in key government schemes, including environmental and digital initiatives. The NXT 2026 Conclave served as a forum for discussions on governance, innovation, and technological advancements. Shri Om Birla, Speaker of the Lok Sabha, emphasised India's unique position as a democracy representing 1.4 billion citizens through vigorous debate and dialogue. The conclave also highlighted India's growing influence in global semiconductor manufacturing, with the country now hosting 7% of the world's semiconductor Global Capability Centres (GCCs) and employing 20% of the global chip design workforce.

Under the **Semicon India Programme**, ten units have been approved, including two fabrication plants (Fabs) and eight assembly, testing, marking, and packaging (ATMP/OSAT) units. One unit has already begun commercial production, while three others are in pilot production. The programme has attracted commitments worth **₹1.6 lakh crore** in just three years. However, budgetary challenges persist in other sectors. The **Ministry of Environment, Forest and Climate Change** saw its fund utilisation drop sharply from **96% in 2023-24 to 67.87% in 2025-26**. The **National Mission for a Green India** faced a budget cut from **₹220 crore to ₹95.70 crore**, with only **43%** of the reduced amount spent. Similarly, the **Control of Pollution scheme** used just **₹814 crore** of its **₹1300 crore** allocation. A parliamentary committee report also noted that states like **Odisha, Chhattisgarh, Madhya Pradesh, and Jharkhand** have either conducted or committed to drone surveys for detecting illegal land use in forest areas. On the digital front, the **Digital Sansad** initiative continues to push for a paperless and efficient parliamentary environment, improving interactions between MPs and citizens. Additionally, India has formed **over 60 Parliamentary Friendship Groups** to strengthen ties with legislatures worldwide. The government's budget for 2026-27 has been increased by **10%**, reaching **₹3759.46 crore**.

The NXT 2026 Conclave reinforced India's role in shaping global policy discussions, while the Semicon India Programme marked significant progress in semiconductor manufacturing. Yet, budget underutilisation in environmental schemes and digital initiatives remains a concern. The government's increased budget for 2026-27 suggests a continued push for development, but effective spending will be key to achieving long-term goals.
