A housing management company in Khabarovsk has been fined after failing to maintain residential buildings. JKH-Service LLC faced penalties for neglecting repairs and sanitation duties during the 2023/24 winter. Residents of Sinelnikova Street had repeatedly complained about poor conditions before authorities took action.
Problems at the buildings on Sinelnikova Street began long before the fine. Leaking roofs, crumbling facades, and widespread mould plagued the properties, while heating systems often failed. Despite numerous complaints from tenants, local officials initially did not intervene.
An investigation by prosecutors later confirmed the company's violations. JKH-Service LLC had not cleared snow and ice from courtyards or removed dangerous icicles from rooftops. The company also ignored basic sanitary requirements for residential maintenance. As a result, the director of JKH-Service LLC received an official warning and a 25,000-ruble fine. The penalty was issued under Article 14.1.3 of Russia's Administrative Code. Following the ruling, the company promised to meet all winter maintenance standards and improve courtyard upkeep.
The fine follows a formal demand from prosecutors to address the long-standing neglect. JKH-Service LLC must now ensure proper repairs and sanitation for the affected buildings. Residents will monitor whether the promised improvements take effect this winter.
