SpaceX has moved a step closer to launching 15,000 satellites into a much lower orbit than before. The US Federal Communications Commission (FCC) confirmed on 5 December that the company’s modified application meets basic technical standards. A 30-day consultation period is now open for public feedback on the proposal. The plan represents a major change for SpaceX’s Starlink network. Instead of higher orbits, the new satellites would operate at around 300 kilometres—classified as Very Low Earth Orbit (VLEO). This shift aims to reduce signal delays and allow more efficient reuse of radio frequencies.
Lowering the orbit also cuts signal loss, meaning standard smartphones could connect directly to the satellites without extra hardware. SpaceX’s updated Gen3 satellite design includes continuous propulsion to fight stronger atmospheric drag at this altitude. However, maintaining a 15,000-satellite fleet in VLEO may demand launching thousands of replacements each year as older units decay and burn up.
The FCC’s Space Bureau has invited comments and objections until early January. Rival firms like AST SpaceMobile and Amazon’s Project Kuiper could raise concerns over potential signal interference or collision risks from such a large constellation. The FCC’s procedural approval marks a key stage for SpaceX’s VLEO ambitions. If successful, the lower orbit could improve connectivity for unmodified devices while increasing network capacity. The final decision will depend on technical reviews and responses during the consultation window.
