Vladivostok's 'GorodOK' wellness complex faces demolition over illegal construction

The 'GorodOK' water and wellness complex in Vladivostok is at the centre of a legal dispute over its construction and operation. City officials confirmed the facility was built without proper permits and has repeatedly violated land-use rules. Despite ongoing court proceedings, the administration has denied claims that the site will be demolished for residential development.

The complex at 4B Vatutin Street was originally leased for a small temporary shop. Instead, the entrepreneur expanded the project, constructing a large bathhouse with pools on an area three times bigger than allowed. In 2014, a court ruled that the land should be returned, and the lease was terminated due to multiple breaches. Yet the site remained occupied, and in 2022, Rosreestr unexpectedly registered the entrepreneur as the building’s owner.

City authorities have raised serious safety concerns, pointing to unauthorised mass gatherings, including children, at the facility. In 2024, the administration took legal action, filing a lawsuit to declare 'GorodOK' an illegal structure and push for its demolition. The property is now under interim measures, blocking any sales or transfers until the case is resolved. The next court hearing is set for May 7, 2026. Meanwhile, employees of 'GorodOK' have appealed to Primorsky Krai Governor Oleg Kozhemyako in a video message. They argue that the complex operates as a social enterprise and should be protected from closure.

The dispute over 'GorodOK' continues, with the city insisting on demolition due to illegal construction and safety risks. The court’s decision in 2026 will determine whether the facility can remain or must be removed. Until then, no changes to the property are permitted under the interim measures.
