Yury Biktuganov has officially taken on the role of rector at the Ural State Pedagogical University (USPU). His appointment, confirmed in December 2025, follows a long career in education and government leadership. The decision comes after his successful tenure as acting rector since October 2024.
Biktuganov's career in education began after he graduated from the physics department at the Sverdlovsk State Pedagogical Institute. He specialised in physics and astronomy education before moving into school leadership. His early experience included serving as a rural school principal, later advancing to senior positions in municipal and regional government.
By 2011, he became head of the regional Ministry of Education. In this role, he oversaw general and vocational education, youth policy, and major initiatives. These included constructing new schools and kindergartens, adopting updated academic standards, and supporting teaching staff across the region. His leadership at USPU began in 2018, when he took over as rector. Under his direction, the university expanded its research focus by launching new institutes in digital pedagogy and STEM education. International partnerships grew to include over 50 universities, while publication output in Scopus-indexed journals rose by 40% by 2025. The institution also integrated AI-driven teaching methods into its curricula. As permanent rector, Biktuganov now plans to further strengthen USPU's academic and research capabilities. His goals include advancing youth policy, broadening student development opportunities, and solidifying the university's position as a key pedagogical centre.
Biktuganov's appointment as rector follows a career marked by educational reform and institutional growth.
